Optional Practical Training

Optional Practical Training (OPT) provides F-1 students with an opportunity for authorized work related to your academic field of study. During OPT, a student remains in F-1 status. The end result of the OPT request process is an Employment Authorization Document (EAD) issued by United States Citizenship and Immigrations Services (USCIS).

Types of OPT:

  • OPT used while you are still enrolled in your course of study is called "pre-completion" OPT. 
  • OPT authorization that begins after graduation is called “post-completion” OPT.

Eligibility Criteria:

  • The student must be in legal F-1 immigration status.
  • The student must be a full-time student for at least one academic year.
  • The student has not completed 12 months of full-time Curricular Practical Training.
  • Employment must be directly related to your area of study.
  • You must be physically present in the U.S. when your OPT application is filed with USCIS.
  • USCIS has the discretion to require biometrics appointments on a case-by-case basis.

Maximum Length:

  • The standard OPT period is a cumulative maximum of 12 months.
  • Part-time OPT is deducted from the 12-month limit at 50%.
  • An F-1 student may become eligible for another 12 months of OPT if they advance to a higher educational level (Example: A Bachelor's degree to a Master's degree).
  • Students in eligible S.T.E.M. (Science, Technology, Engineering, Math) majors who are currently engaged in post-completion OPT may be eligible for a 24-month extension. 
  • Apply for Optional Practical Training (OPT)

    The OPT application can be filed online or through U.S. mail. Instructions are included below for online filing. 

    • Students may file for post-completion OPT up to 90 days before the academic program end date on the student's Form I-20, but no later than 60 days after the program end date on the student's Form I-20.
    • Standard processing time for OPT applications by USCIS is 90-120 days. 

    OPT Application Part 1

    Step 1: Complete the Optional Practical Training Request Form and email the form to international@kutztown.edu. Requests must be made within 10 business days of the Requested Date of DSO's Recommendation you provide on the form. 

    Step 2:  The International Office will issue you a new I-20 with OPT recomendation. You will receive an email notification when this is ready. The OPT Application Part 2 must be completed by students within 30 days of the DSO issuing you the new I-20 with OPT recommendation.

    OPT Application Part 2

    The Form I-765, fee, and supporting documentation must be filed by students with USCIS within 30 days of the DSO issuing you the new I-20 with OPT recommendation.

    Step 1: Visit www.uscis.gov/i-765 and select the button to “File Online”.

    • Create a USCIS login account, or login using your existing login credentials, if you already have an account. Save your account information!
    • Select MyUSCIS after logging in.
    • Select I am an applicant, petitioner, or requestor.
    • Select File a form online, then select Application for Employment Authorization (I-765), and select Start Form.
    • Review the form instructions thoroughly and carefully answer all questions.

    Step 2: Upload required documentation when prompted in the corresponding evidence fields:

    • 2x2 Photo of you: Upload a passport photo meeting listed format requirements. You should try to select a passport photo location that also provides digital photo copies, and pay extra for this service. If you will take your own photo, or make a digital copy of your printed passport photos, be sure to meet the stated photo requirements and that there are no shadows or glares. If you take your own photo, use the photo-tool to crop it to the appropriate size. 
    • Form I-94: This will  a print out of online admission I-94 record accessed from the following website (https://i94.cbp.dhs.gov). If you obtained F-1 status through a Change of Status application in the U.S., the I-94 is attached to the I-797 approval notice.
    • Employment Authorization Document or Passport (Government ID: A copy of your prior Employment Authorization Document issued by USCIS (if you have one). If you do not have one, upload a copy of your unexpired passport.
    • Older Copies of Form I-20s with CPT or OPT (if you have them): Provide previous versions of Forms I-20s listing any previous periods of OPT or CPT, includingthose used at other schools or for prior degree levels. These documents should be included under “additional information”.
    • Unofficial Transcript from MyKU: This documents should be included under “additional information”.
    • Updated Form I-20 with OPT Recommendation: A signed copy of your Form I-20 recently issued by the International Office recommending OPT.  You MUST sign the bottom of the Form I-20 in the signature section before you scan and upload it. The Form I-20 must be submitted to USCIS within 30 days of issuance date. Do not submit the I-765 without the OPT I-20!

    Step 3: Review your application before submission. Upon completion of the online questionnaire, you will be notified of the filing fee (but not required to pay yet) and advised to fix any form errors. Make sure to re-read all completed questions carefully, because the form does not catch all errors. The online form highlights text fields that need revising in red.

    After all question form fields are complete, print a pdf of a draft I-765 form for your records (do not send this or submit to USCIS). The link to this form is called, “View Draft Snapshot”.

    Step 4: Follow the prompts to continue to the fee payment section, where you will pay the filing fee through pay.gov. You will have the option to pay by debit/credit card or through direct withdrawal from your bank account. Once you pay the fee your application will be considered submitted. (As of April 2024, the online filing fee for Form I-765 is $470)

    You will be immediately issued a case number, and you can track your case through MyUSCIS. 

    General Information:

    • Start Date: You can begin OPT employment on or after the start date indicated on the Employment Authorization Document (EAD) issued by USCIS. Work cannot begin before the approved start date printed on the EAD card.
    • Pre-Completion OPT: You may work up to 20 hours during the academic year or full-time during breaks
    • Post-Completion OPT:
      • Required to work a minimum of 20 hours per week
      • Maximum of 90 days unemployment permitted
  • After You Have Applied for Optional Practical Training (OPT)

    If you filed your OPT application online, the receipt notice should be available immediately in your USCIS Online Account. You will issued a case number, and you can track your case through your online account. Kutztown University's International Office can also monitor your status through your SEVIS account, but we do not have access to your USCIS account. 

    When Case Status Online Reflects “Approved”

    • Check your USCIS case status online using your I-797 receipt number at uscis.gov or through your USCIS Online Account to obtain your USPS tracking number once USCIS has mailed your Employment Authorization Document (EAD card).
    • If someone else is receiving the EAD on your behalf, alert that person that a piece of mail should be arriving soon and to notify you as soon as it arrives. If that person will be mailing you the EAD, be sure that they use a method of delivery that provides a tracking number.
    • Take any steps possible to ensure delivery of your mail. If you live in an apartment complex, check that your name is on your mailbox. If you have roommates, alert them you are expecting something important.

    When You Receive the I-797 Approval Notice and EAD

    • Make a copy of the Approval Notice and EAD (front and back) for your records
    • Provide a scanned copy of your EAD card to the International Office by emailing them to International@kutztown.edu.  
    • Remember: You are not authorized to begin employment until the start date on the EAD, even if you have the card in hand.

    If You Change Your Mind about Applying for OPT

    If for any reason you decide you do not want OPT, you must take immediate action to prevent your I-765 application from being adjudicated by USCIS (i.e. approved or denied). Notify the International Office via email. You will need to write a letter requesting your I-765 application be withdrawn:

    • Note “Re: I-765 Withdrawal” on the letter
    • Include biographical information to identify yourself, including name, date of birth, and SEVIS ID
    • If you have received the Form I-797 from USCIS, include the receipt number in your letter
    • Request that the Form I-765 application for Optional Practical Training be withdrawn and include a short statement of why you are withdrawing your request
    • Date and sign
    • Send the letter and Form I-797 to the Service Center listed on your I-797 Receipt Notice

    If the withdrawal request is successfully processed, USCIS will send a withdrawal confirmation letter to the address you listed on the I-765. Keep this letter in your records.

    Travel Outside the U.S. and Reentry

    If your post-completion OPT has not been approved, it is generally permitted (with the appropriate travel documentation) to leave and then re-enter the US, even if you do not yet have a job or job offer. However, travel by an F-1 student is risky because you must show intent to return to your home country. There are specific risks of travel outside the US which are unique to traveling with a pending OPT application. It is your responsibility to understand those risks and decide whether or not you choose to proceed with travel. If you choose to depart the U.S. before receiving your EAD card, you accept two separate types of risk, both of which can potentially result in the loss of OPT.

    Risks with OPT application:

    • Risk of Rejection: If the original submission includes errors or improper fee payment, the OPT application will be rejected by USCIS. In this scenario, an I-765 receipt may not be issued. You will need a new OPT I-20 prior to refiling the application.
    • Risk of Mail Delivery Issues: your I-765 receipt or EAD card may be deemed undeliverable to your U.S. Mailing Address and returned to USCIS. It may take several weeks or months for USCIS to resend your document after you have submitted a request for Non-Delivery of Notice. If you choose to assume the risks of travel, it is important that someone is available to check the mail at the mailing address listed on your I-765 application in case USCIS mails you any documentation.
    • Risk of Request for Evidence or Notice of Intent to Deny: It is recommended that students remain in the U.S. while the F-1 OPT application is pending in case an RFE or Notice of Intent to Deny is issued so that a timely response can be submitted.
    • Risk of Denial: USCIS adjudicators are authorized to deny a petition or application with or without issuing an RFE if the original submission lacks sufficient initial evidence required to establish eligibility for the immigration benefit requested. Re-entry to the U.S. after your I-20 end date will be denied if the OPT application is denied.

    Risks for re-entry:

    • Re-entry to the U.S. is always at the discretion of the officer at the U.S. port of entry. Customs and Border Protection (CBP) officers are not always consistent in determining which documents are required for re-entry with a pending or approved OPT application.
    • There are increased risks associated with a pending OPT application. For example, if your OPT is approved while you are outside the U.S., CBP may request evidence of the EAD card as a condition for re-entry after your I-20 end date.
    • If you need to apply for a new F-1 visa while out of the country, there could be a risk you will be denied the new F-1 visa if you cannot document you have both a pending (or approved) OPT application and a job to start (or return to) after being admitted to the U.S.

      In order to have the best chance of re-entering the U.S. without problems when your post-completion OPT is pending, you should travel with the following documents:

      • Passport (valid for six months after you plan to re-enter the U.S)
      • Valid F-1 visa stamp in your passport (this requirement does not apply to Canadian citizens)
      • I-20 (with a travel signature no older than six months *)
      • I-765 receipt notice (Form I-797)
        If you need to apply for a new F-1 visa when your post-completion OPT application is pending, you should also be sure to have your I-765 receipt notice (Form I-797) in addition to the usual documents required for a visa application.

      If your post-completion OPT has been approved, and you have received your EAD card, and you have a job or a job offer, you may leave and re-enter the U.S. in order to begin or resume employment. 

    • OPT Reporting Requirements

      General Information

      • Once your application is approved, USCIS will issue you an EAD. Submit a copy of the card to international@kutztown.edu
      • Your F-1 status continues through the OPT period.
      • You must stop your employment when the end date on the EAD card is reached, but may remain in the U.S. for the 60-day grace period.

      You may begin working once

      • you have obtained the EAD card (you may not begin employment if your OPT has been approved but you have not yet received the EAD in the mail)
      • and the begin date on the card has been reached.

      The EAD is not employer specific, so you may change employers at will. However, employment must be directly related to the field of study. Any employment outside your field of study is unauthorized and is a substantive violation of your status.

      OPT Employment Requirements and Reporting

      You are expected to be employed in your field of study during OPT, and you are required to submit employer information to SEVIS. The maximum period of unemployment is 90 days.

      Documenting OPT Employment

      It is recommended that you keep documentation of all your employment. In the future, you may be asked to provide proof of your detailed employment history during OPT.

      Specifically, you should maintain evidence — for each job — of the position held, proof of the duration of that position, the job title, the hours worked per week, contact information for your supervisor or manager, and description of the work.

      If it is not clear from the job description that the work is related to your degree, we highly recommend that you obtain a signed letter from the employer's hiring official, supervisor, or manager stating how your degree is related to the work you performed. Keep this in your personal records.

      Multiple employers: Students may work for more than one employer, but all employment must be related to the student's major field of study. For students on post-completion OPT, they may combine multiple part-time positions to fulfill the overall requirement of pursuing at least 20 hours per week of work to be considered fully employed. 

      Reporting Employment

      Students are required to report changes in employment to the International Office as soon as possible. We recommend that you report changes within 10 business days of the change to avoid situations where a DHS official may determine you to be out of status.

      To report periods of employment along with employer information, email a completed OPT Employment Verification Form to international@kutztown.edu.

      Periods of Unemployment

      Students on post-completion OPT are only allowed a total of 90 days of unemployment. To be considered fully "employed" for post-completion OPT purposes, as opposed to accruing unemployment time, a student must work at least 20 hours per week. If a student has a variable schedule, within a month, it should average out to at least 20 hours worked per week.

      What counts as “unemployment time”

      • Each day (including weekends) during the period when OPT authorization begins and ends that the student does not have qualifying employment of at least 20 hours per week counts as a day of unemployment. OPT authorization begins on the employment start date shown on the student’s EAD. 
      • Students who have OPT extended due to the cap gap provisions continue to accrue unemployment time and are subject to the 90-day limitation on unemployment.
      • If you have a job offer that begins more than 90 days after your OPT begins, you will exceed your allowable unemployment time. 
      • If you travel outside of the United States while unemployed, the time spent outside the United States will count as unemployment against the 90 day limit.
      • Permanently leaving the U.S. without notifying the International Office will result in the accidental accrual of unemployment. For this reason, you must contact the International Office if you decide to abandon your OPT.

      Consequences of exceeding allowable period of unemployment: If you exceed the allowable period of unemployment while on post-completion OPT, you are considered to have violated your status.

      If you cannot find employment that meets the definition of OPT employment, you may have the following options:

      • Apply to KU or another university to continue your education by a change of level or transferring to another institution. 
      • Depart the United States (be sure to notify the Interntional Office if you plan to abandon OPT and leave).
      • Change status to another legal status if possible.

      Ending OPT Early:

      Abandoning OPT

      If you decide to abandon your OPT before the end date of your EAD and leave the U.S., you must notify the International Office so we can end your SEVIS record. Email International@kutztown.edu telling us that you have decided to abandon your OPT and the date you plan to depart the United States. We will end your SEVIS record effective the date you indicate you plan to leave the U.S. or the date you notify us, whichever is later.  In order to maintain your F-1 status, a new I-20 for change of academic level, new degree program, or transfer must be issued before the end of your 60 day grace period.

      Starting a New Program — at KU or at Another Institution

      During the period you are authorized for OPT, you may decide to apply to another academic program, either at KU or another university. Once you are admitted to another degree program, it is important to inform a DSO at the International Office, as the issuance of a new I-20 will effect your OPT.

      If you are admitted to a degree program at another university, the International Office must transfer your I-20 to that institution so they may issue a new I-20. You and your new school will need to complete a SEVIS Transfer Out Form. The issuance of a new I-20 will immediately terminate your OPT.

      If you are admitted to a higher academic level degree or a new degree program at Kutztown University, the International Office must update for Form I-20. The issuance of this new I-20 does not end your OPT immediately. Your EAD is terminated as soon as you re-enter the U.S. with the new I-20 or you check-in the first semester of the new program, whichever is earlier.

      Change of Status During OPT

      If you change your immigration status (e.g. from F-1 to H-1B, F-2, J-1, etc.) during your OPT, your OPT will end on the effective date of the USCIS action notice or your entry to the US in the new status. Any unused OPT time is lost (you cannot have both F-1 OPT and another status at the same time, nor can you return to OPT if your new status ends for any reason).

      Please notify the International Office when you change status. To update your status with the International Center, email international@kutztown..edu and a copy of your I-94 showing your new status. Your I-94 may be attached to the bottom of an I-797 Approval Notice or accessed online after entering the US in another status. If you are approved for permanent residency, please submit a copy of your green card instead of an I-94.

    • Apply for Optional Practical Training (OPT) STEM Extension

      Certain F-1 students who receive S.T.E.M. (science, technology, engineering, and mathematics) degrees may apply for a 24-month extension of their post-completion optional practical training (OPT).

      Eligibility Criteria for the 24-month OPT extension

      All criteria must be met in order for a student to be eligible for STEM OPT.

      • Have been granted OPT and currently be in a valid period of post-completion OPT; and
      • File the STEM OPT application with USCIS during the final 90 days of your post-completion OPT authorization period; and
      • Have earned a bachelor’s, master’s, or doctoral degree in a Science, Technology, Engineering, and Mathematics (STEM) major within the last 10 years. The degree must be from an institution that is accredited by a U.S. Department of Education-recognized accrediting agency and is certified by the Student and Exchange Visitor Program (SEVP) at the time you submit your STEM OPT extension application; and
      • Have a paid job or paid job offer of at least 20 hours/week with an employer enrolled in the U.S. Government's E-Verify program, doing work that is directly related to your STEM major field of study; and
      • Fully complete and sign, alongside an official from your E-Verify employer, the I-983 form (Page 1-4).

      General Information

      • Eligible STEM degree: You can check with the International Office to see if your KU degree is an eligible STEM degree. 
      • Previously obtained STEM degrees: If you are an F-1 student participating in a period of post-completion OPT based on a non-STEM degree, you may be eligible to use a previous STEM degree from a U.S. institution of higher education to apply for a STEM OPT extension. You must have received both degrees from currently accredited and SEVP-certified institutions, and cannot have already received a STEM OPT extension based on this previous degree. The practical training opportunity also must be directly related to the previously obtained STEM degree. Please use the comments text box on the OPT STEM Extension I-20 Request Form to declare your intentions to apply for STEM OPT based on a previously obtained STEM degree. Provide relevant details of this previously obtained STEM degree, such as the degree level, the major field of study and associated CIP code, and the university at which the degree was awarded.
      • E-Verify is a database system operated by the Department of Homeland Security in partnership with the Social Security Administration. It allows participating employers to electronically verify the employment eligibility of newly hired employees. E-Verify is currently voluntary in most states. For more information visit https://www.e-verify.gov/.
      • The 24-month STEM OPT extension is available to each student at two non-consecutive periods during their lifetime. Please note that this is different from the rules applicable to post-completion OPT, for which students can be approved for a new post-completion OPT period each time they go up to a higher degree level (i.e. bachelor's, then master's, then doctorate).
      • Filing Deadlines: To be eligible for STEM OPT, students must file no earlier than 90 days prior to the end date of post-completion OPT, and no later than the end date of post-completion OPT. USCIS must receive your STEM OPT application within 60 days of the STEM OPT I-20 issuance date.
      • Work authorization status while STEM extension is pending: If you successfully file the application for STEM OPT with USCIS during the final 90 days of post-completion OPT, then you may continue employment even if your Post-Completion EAD card is expired. This automatic extension of post-completion OPT is valid until your STEM OPT application is adjudicated by USCIS or until 180 days has passed from the expiration date of your post-completion EAD card, whichever is sooner.
      • Unemployment limits during STEM OPT: Students on STEM OPT are allowed a maximum of 150 days of unemployment time, which is a cumulative amount that includes any unemployment time accrued during both STEM OPT plus the preceding post-completion OPT period.

      OPT STEM Application Part 1

      Step 1: Complete the OPT STEM Extension I-20 Request Form. 

      Step 2: Complete and sign the I-983 form (Page 1-4), alongside an official from your E-Verify employer.

      Step 3: Email the form along with the OPT STEM Extension I-20 Request Form to international@kutztown.edu. Requests must be made within 10 business days of the Requested Date of DSO's Recommendation you provide on the form. 

      Step 4: The Internatioanl Office will review your STEM OPT I-20 request, and follow up via email with any clarifying questions (if applicable). If we determine your STEM OPT I-20 request is valid and complete, we will then send your STEM OPT recommendation to SEVIS electronically to generate a new Form I-20. You will receive an email notification when this is ready. The OPT Application Part 2 must be completed by students within 30 days of the DSO issuing you the new I-20 with OPT recommendation.

      OPT Application Part 2

      • STEM OPT Reporting Requirements

        General Information

        Once your application for the 24-Month STEM OPT is approved, USCIS will issue you a new EAD card. The 24-Month STEM OPT period represents a continuation of your current F-1 status. You must stop your employment when the end date on the EAD card is reached, but may remain in the US for a 60-day grace period after the end date on your EAD card.

        You are expected to be employed in your STEM eligible field of study during the 24-Month STEM OPT. The maximum period of unemployment is 150 days, which includes any days of unemployment during the initial 12 months of Post-Completion OPT. For example, you finish the 12 month Post-Completion OPT with 30 days of unemployment time accrued, then you would have 120 days of unemployment remaining during your period of STEM OPT.

        24-Month STEM OPT Reporting: Ongoing Requirements

        Throughout the STEM OPT extension period, the student, employer(s), and school comply with all reporting, training, supervision, evaluation, wage, documentation, and other obligations specified in the regulations and on Form I-983.

        Address Updates: At all times while on STEM OPT, please remember you must continue to update the International Office with your U.S. address and phone number(s). The F-1 regulations mandate any change of address must be reported within 10 days of any change.

        EAD Card Copy: Submit a scanned copy of your STEM OPT EAD card to international@kutztown.edu

        Reporting Employment: Students are required to report changes in employment to the International Office as soon as possible. We recommend that you report changes within 10 business days of the change to avoid situations where a DHS official may determine you to be out of status.

        To report periods of employment along with employer information, email a completed OPT Employment Verification Form to international@kutztown.edu.

        Material Changes to an Existing Form I-983: If you are working for the same employer but need to make changes to your I-983 form, submit the new form to international@kutztown.edu. Material changes or deviations from the original Form I-983 may include, but are not limited to:

        • Any change of the employer’s EIN.
        • Any reduction in student compensation that is not tied to a reduction in hours worked.
        • Any significant decrease in hours per week that a student engages in a STEM training opportunity.
        • Changes to the employer’s commitments or student’s learning objectives as documented on the Form I-983.

        24-Month STEM OPT Reporting: Date-Specific Requirements

        F-1 STEM OPT students are required to complete STEM employment validation at 6, 12, 18, and 24 months of STEM OPT. The reports may be submitted up to 30 days before these dates and no later than 10 days after the date. To calculate how many months of STEM OPT have elapsed, please refer to the “Valid From” date printed on your STEM OPT EAD card. Do not refer to your Post-Completion OPT EAD card for this.

        The student must submit the Form I-983 (Page 5) assessments at 12 and 24 months. The student must ensure that the DSO receives the following assessments no later than 10 days following the conclusion of the training period.

        • The initial Evaluation on Student Progress assessment 12 months after the STEM OPT start date; and
        • The Final Evaluation on Student Progress assessment that recaps the training and knowledge acquired during the complete, 24 month training period.

        The SEVP Student Portal is a tool that F-1 students on post-completion optional practical training (OPT) or science, technology, engineering and mathematics (STEM) OPT must report changes to their home address, telephone number, and employer information.

        If you are on post-completion or STEM OPT, you are eligible to use the portal. The portal is accessible from both your mobile device and computer. As a student with approved OPT, it is your responsibility to update your employment information within 10 days of any change to your employment or contact information. The SEVP portal allows you to take responsibility for reporting employment or home address changes. Students who are on active post-completion OPT and STEM OPT period will receive an email with instructions on creating a portal account. This email will come from do-not-reply.sevp@ice.dhs.gov. This is a free account; no money is charged by the government to open this account.

        The SEVP Portal will send the portal account creation email to the student if:

        1. The Student and Exchange Visitor Information System (SEVIS) shows that the OPT is approved by U.S. Citizenship and Immigration Services (USCIS) AND
        2. The OPT is for post-completion or STEM OPT AND
        3. The email is sent on or after the OPT start date as listed on the Employment Authorization Document (EAD) otherwise known as OPT card.

        The SEVP Portal will allow students on post-completion OPT to:

        • View details about your post-completion OPT
        • Report changes to your address, telephone and employer information
        • View and update data on all your employers in one place

        The SEVP Portal will allow students on STEM OPT to:

        • View details about your STEM OPT
        • Correct any errors in the employer’s name. The employer name must match the employer that completed the I-983 form
        • Update employer address: this address should reflect the physical location in which the STEM OPT student is employed
        • Job title
        • Update the supervisor information
        • Update full or part-time change: Any significant decrease in hours per week that a student engages in a STEM OPT training may be considered a material change to STEM OPT. The student will be required to update the I-983 form.
        • Update employment end date. The student must complete a final evaluation report and submit OISS
        • Update relationship to the field of study: any changes to the employer’s commitments or student’s learning objectives is considered a material change to STEM OPT. The student will be required to update the I-983 form.
